Description:

***Hybrid – onsite 3 days/week

We are seeking a senior Program Manager to lead a large-scale, multi-stakeholder organizational transition to a new external banking partner across multiple revenue-collecting and fiscal operations divisions.

This enterprise initiative involves managing deliverables and resources across cross-functional internal stakeholders, including financial operations, enterprise technology services, and executive leadership—alongside the external banking partner's implementation team. The Program Manager will drive early requirements documentation, facilitate business process re-engineering, and oversee deployment of modern banking technology and services.

Key Responsibilities
• End-to-End Program Leadership: Direct and oversee the strategic transition roadmap, schedule, risks, dependencies, and deliverables across seven internal divisions and the banking provider.
• Requirements Governance: Ensure complete, high-fidelity business and technical requirements are elicited, validated, and documented upfront for each operating unit.
• Process Optimization & Change Enablement: Facilitate operational discovery sessions to identify existing workflow gaps and design streamlined future-state processes that maximize the capabilities of the incoming banking platform.
• Stakeholder Alignment: Coordinate cross-functional workstreams between enterprise technology teams, comptroller/treasury functions, division heads, and vendor technical resources.
• Governance & Reporting: Establish cadence for milestone tracking, steering committee status updates, escalation paths, and delivery verification.

Required Qualifications
• Active PMP Certification (PMI Project Management Professional is strictly required).
• Proven track record leading large-scale financial, banking, or treasury system transitions within complex enterprise or public sector environments.
• Demonstrated expertise managing multi-party stakeholders, vendor implementation teams, and cross-departmental technical integrations.
• Strong background in business process modeling, requirements architecture, and operational change management.
• Excellent facilitation, executive presentation, and contract/vendor management capabilities.

Preferred Qualifications & Certifications
• Agile / Framework Credentials: Certified ScrumMaster (CSM), SAFe Agilist / SAFe POPM, PSPO, or CSPO.
• Continuous Improvement & Governance: Lean Six Sigma (Green or Black Belt) or ITIL Foundation credentials.

Additional Logistics
• Interview Format: 100% Web Cam / Video Interview.
• Work Arrangement: Hybrid schedule requiring a minimum of 3 days on-site at the Richmond, VA facility.

Required / Desired Skills

• Experience in program management, product ownership, IT modernization, or enterprise delivery roles or equivalent combination (Required 8 Years)
  
• Process reengineering & mapping experience (Required 8 Years)
  
• Experience consistently driving on-time delivery by establishing clear milestones, proactively managing cross-division dependencies, (Required 8 Years)
  
• Experience with ensuring all stakeholders remain aligned on schedule commitments (Required 8 Years)
  
• Experience leading multi-division, high-visibility technology or modernization initiatives (Required 8 Years)

• Proficiency in Microsoft Office, SharePoint, Teams, Visio, Project, and PowerBI (Required 8 Years)
  
• Hands on professional to support teams and management navigate through significant processes changes (Required 8 Years)
