Description:

We are seeking a Scrum Master who is responsible for a variety of department and project tasks associated with the delivery of business and IT initiatives. This includes consistently delivering top tier performance and value to citizens as a trusted partner and services provider. The department is currently in the planning stages of its Modernization program, which will transform business and technology. The department is seeking a Scrum Master with a strong agile delivery background to establish initial project/team backlogs and assist with the formation of agile delivery teams. The Scrum Master will act as the servant leader for one or more agile teams once teams are formed.

The Scrum Master will be responsible for the following:
• Working closely with stakeholders to define Epics, Features, and User Stories required to complete project goals
• Adhering to project methodology as defined by the Modernization program
• Documenting the definition of done for each Epic, Feature, and User Story
• Establishing agile teams for the defined backlog
• Facilitating the relative sizing of the project backlog in Story Points
• Establishing a sprint delivery cadence
• Facilitating sprint planning, daily standups, and sprint review/retrospectives
• Providing agile coaching to team members
• Resolving team blockers preventing the delivery of sprint commitments
• Escalating blockers when outside of the team’s control
• Monitoring project tools and extracting sprint metrics and project progress metrics as defined by the program

• Ability to work within a project governance structure (methodology, required templates and reporting)
• Ability to interact with, educate, learn from, and drive business and IT teams.

• Ability to gather and organize multiple simultaneous complex business process scenarios

• Excellent time management and project planning/strategizing skills
• Strong verbal and written communication skills
• Demonstrated experience with managing client expectations, implementing service improvement initiatives
• Demonstrated experience managing multiple parallel work efforts
• Other duties or tasks as assigned by management.

Required / Desired Skills

  • Experience in a Scrum Master role on an IT transformation project (Required 3 Years)
  • Demonstrated ability to learn/understand new business concepts rapidly (Required 8 Years)
  • Experience working within a project governance structure (methodology, required templates and reporting) (Required 8 Years)
  • Extensive experience with planning, managing and tracking multiple major impact projects. (Required 8 Years)
  • Strong process development skills, w/ the ability to learn and understand concepts in order to interpret, document and formalize procedures (Required 8 Years)
  • Demonstrated experience with working with business users to gather and document user stories and/or requirements (Required 5 Years)
  • Experience with Agile toolsets such as JIRA or Azure Dev Ops (Required 3 Years)
  • Demonstrated experience with managing client expectations and implementing change management initiatives (Required 3 Years)
